Approved Ministry of Labor Agreed TYPICAL INSTRUCTIONS TI R M-073-2002 Foreword Typical instructions on labor protection during the operation of electrical installations, electrical measurements and tests have been developed on the basis of Interindustry rules on labor protection (safety rules) during the operation of electrical installations (POT R M-016-2001, RD 153-34.0-03.150-00) approved by the Ministry labor and social development of the Russian Federation (Resolution of January 5, 2001 N 3) and the Ministry of Energy of the Russian Federation (Order of December 27, 2000 N 163) and entered into force on July 1, 2001, in accordance with the current Methodological Recommendations on the development of state regulatory requirements for labor protection, approved by the Decree of the Ministry of Labor of Russia dated April 6, 2001 N 30. Independent work with a power tool is allowed for workers at least 18 years old who have passed a preliminary medical examination, have been trained in safe techniques and methods of work in the main profession and electrical safety, internship under the guidance of an experienced worker and instruction at the workplace. 1.2. Admission to independent work is made after certification and issuance of a certificate. In the future, knowledge of safe techniques and working methods is tested annually. 1.3. After completing the training in electrical safety, and in the future, knowledge is checked annually in the qualification commission for the II group on electrical safety. Workers who have an electrical safety group of at least II are allowed to work with a power tool. 1.4. Every three months, a repeated safety briefing is carried out. 1.5. When operating a power tool, the person working is exposed to increased levels of vibration and noise. Therefore, all workers using power tools must undergo medical examinations annually. 1.6. Individual protection means: 1.6.1. To work with a power tool, employees, in addition to overalls, in the main profession should be provided with the following personal protective equipment free of charge: protective glasses; 1.6.2. Vibration-insulating gloves, as well as personal protection against noise, are used if measurements of hazardous production factors affecting workers show that the levels of vibration and noise exceed the norm. 1.6.3. Dielectric personal protective equipment is used when working with class I power tools, as well as class II and III power tools in the preparation and production of construction and installation work. 1.7. The total operating time with a power tool generating high vibration levels should not exceed 2/3 of the working day. 1.8. Class I power tools can only be used in rooms without increased danger, Class II - in rooms with increased danger and outdoors, Class III - in especially hazardous rooms and in adverse conditions (boilers, tanks, etc.). 1.8.1. Premises with increased danger are characterized by the presence of one of the following conditions: dampness (relative humidity exceeds 75% for a long time) or conductive dust; 1.8.2. Particularly dangerous premises are characterized by the presence of one of the following conditions: special dampness (the relative humidity is close to 100%, the ceiling, walls, floor and objects in the room are covered with moisture); 1.8.3. Premises without increased danger - premises in which there are no conditions specified in clauses 1.8.1 and 1.8.2 of this Instruction. 1.8.4. Do not operate the power tool in explosive rooms or rooms with a chemically active environment that destroys metals and insulation. 1.8.5. Class III power tools are produced for a rated voltage not exceeding 42 V, which is reflected in the marking located on the main part of the machine. 1.8.6. Class II power tools are marked with the appropriate symbol. 1.8.7. Only use power tools marked with the appropriate symbols when exposed to dripping and splashing, or outdoors in snow or rain. 1.9. Do only the work that is assigned to you and which is appropriate for your specialty. If necessary (unfamiliar work, lack of knowledge of safe working methods, etc.), ask the work manager for an explanation and demonstration of safe working practices and methods. 1.10. When working together with other employees, coordinate your mutual actions, make sure that their and your actions do not lead to someone's injury. 1.11. During work, do not distract yourself and do not distract other workers from the work. 1.12. Do not turn on or stop (except in emergency cases) machines, machine tools and mechanisms, the work on which you are not assigned. 1.13. Observe the requirements of the internal labor regulations. Drinking alcoholic beverages at the enterprise and being drunk at work are not allowed. You should only smoke in designated areas. 1.14. Do not obstruct the approaches to the fire-fighting equipment and fire hydrants. The use of fire-fighting equipment for other purposes is not allowed. 1.15. The victim or eyewitness must immediately notify the master about each accident or accident. 1.16. The requirements of this Instruction are mandatory. Failure to comply with these requirements is considered a violation of labor and production discipline. 2. Safety requirements before starting work 2.1. Put on your overalls, put them in order. Prepare personal protective equipment, make sure they are working properly. Replace defective personal protective equipment. 2.2. Get an assignment from your direct supervisor. 2.3. Obtain the tool from the electrician responsible for the safety and health of the power tool. At the same time, together with him, check: completeness and reliability of fastening parts; 2.4. If at least one of the requirements listed in clause 2.3 of this Manual does not comply, the power tool is not issued (not accepted) for operation. 2.5. Check the conformity of the power tool to the conditions of the forthcoming work, taking into account the requirements set out in paragraph 1.8 of this Manual. 2.6. Free the workplace from foreign objects (parts, assemblies, building materials, etc.). 2.7. In the case of work at a height, require the installation of scaffolds, decks, scaffolding with enclosing structures. Do not operate a power tool from a ladder. 2.8. Check the serviceability of the working tool. It should not have cracks, dents, burrs, nicks. 2.9. Make sure you have a safety guard around any abrasive wheel with a diameter of 40 mm or more. The casing must be made of sheet steel. The opening angle of the hood should not exceed 90 °. 2.10. If you have to work in closed containers, make sure that the power source (transformer, converter, etc.) is outside the container, and its secondary circuit is not grounded. 2.11. Ground a Class I power tool. Remember that grounding of Class II and III power tools is not permitted. 2.12. Notify the foreman and foreman about all detected faults. 3. Safety requirements during work 3.1. Only connect the power tool to the mains with plug connections that meet electrical safety requirements. Connection of auxiliary equipment (transformers, frequency converters, protective-disconnecting devices, etc.) to the mains and its disconnection must be carried out only by an electrician. 3.2. Installation and change of working tools, installation of attachments are carried out on condition that the electrical machine is disconnected from the network with a plug. 3.3. Ensure that the cable (cord) of the power tool is protected from accidental damage. For this, the cable must be suspended. Hanging cables or wires above workstations should be at a height of 2.5 m, above aisles - 3.5 m, and above aisles - 6 m. 3.4. Do not allow cables or wires to come into contact with metal, hot, damp and oily surfaces or objects. 3.5. Do not allow the cable (cord) to be pulled or twisted. Do not subject them to stress, i.e. do not place a load on them. 3.6. Do not switch on the power tool until it is in the working position. 3.7. Do not pass on the power tool to others who are not authorized to use it. 3.8. When moving to the next job, disconnect the power tool from the mains with the plug. Carry the power tool only by the handle. 3.9. At any break in work, disconnect the power tool from the mains with the plug. 3.10. Protect the power tool from shocks, falls, dirt and water. 3.11. When working with an electric drilling machine, use stops and brackets to prevent reverse rotation in case of accidental jamming of the drill and when reaming in the hole. Make sure the stop brackets are strong enough and have intact threads. 3.12. When using an electric drilling machine with a long drill, disconnect it from the mains using the switch until the drill is completely removed from the hole to be drilled. 3.13. When working with abrasive wheels, be sure to test them for strength. Make sure that sparks do not fall on you, others and the cable (cord). 3.14. Make sure that you yourself or your overalls do not touch the rotating tool or spindle during work. Do not stop the rotating tool or spindle by hand. 3.15. Stop working if personal protective equipment fails. 3.16. During work, check the serviceability of the power tool. 4. Safety requirements in emergency situations 4.1. If there is any problem with the power tool, stop using it immediately and have it repaired by an electrician. 4.1.1. Do not operate the power tool if at least one of the following faults occurs during operation: damage to the plug connection, cable (cord) or its protective tube; 4.2. Stop work immediately if the tool is damaged. Disconnect the power tool from the mains with the plug and replace the defective working tool. 4.3. Switch off the power tool at the power switch in the event of a sudden power outage. 4.4. If voltage is detected (sensation of current), immediately switch off the power tool at the switch and disconnect it from the mains with a plug. 4.5. In case of fire: 4.5.1. Stop work immediately, disconnect the power tool from the mains with the plug, disconnect the power to the electrical equipment using a workshop switch. 4.5.2. Notify all workers in the production area or on the construction site and take measures to extinguish the fire. Remember that live electrical wiring should be extinguished with carbon dioxide fire extinguishers. 4.5.3. Take measures to call the direct supervisor of works or other officials to the place of fire. 4.6. In case of an accident, it is necessary to immediately release the victim from the impact of the traumatic factor, provide him with first (pre-medical) medical aid and inform the supervisor of the accident. 5. Safety requirements at the end of work 5.1. Switch off power tool at switch and plug. 5.2. Remove dust and dirt from the power tool and deposit it with an electrician, informing him of any faults you notice. 5.3. Clean up your workplace. 5.4.
