In the latter case, the maternity capital funds are transferred to the account of the certificate holder at the end of the work in two stages, part of the funds 2 months after submitting the application, the balance in six months.

What you can't spend money on

The question of allowing the allocated funds to be used for the purchase of vehicles has been repeatedly raised. What else cannot be spent on maternity capital:

• purchase of a land plot or a summer residence;
• payment of debt for utilities;
• repayment of a consumer loan or car loan;
• payment of fines, penalties and penalties on mortgages or housing loans;
• cash withdrawals except for a one-time payment.

Criminal liability is provided for the misuse of maternity capital funds.

Maternity capital for disabled children

Since November 18, 2015, the President of the Russian Federation V.V. Putin signed a decree that funds from the certificate can be used to rehabilitate disabled children. This means that money can be spent on:

• technical equipment for the free movement of children with disabilities:
• ramps, rails, chairs and beds;
• braille displays and keyboards for using computer technology;
• sports equipment for the physical development and adaptation of children;
• hygienic and specialized appliances;
• creative activities in children's institutions.

In general, this list does not include drug treatment, surgery and other medical services, because they provide benefits.

The legislation does not provide for the issuance of cash from maternity capital. Parents can only receive compensation for their own money spent on the purchase of any items for a disabled child.

Lump sum payment

From April 2016, it is again allowed to cash out in in the amount of 25,000 rubles, but you can apply not earlier than July. This amount of funds is allocated for household needs, there is no need to confirm its use. To withdraw money, it is not necessary to contact the FIU or the MFC, the application can be sent online through the official website of the FIU.

You can cash out funds from the certificate in any case if a lump sum payment has already been made out earlier or the child is less than 3 years old, it does not matter.
